Local Emergency Planning Commission (LEPC) #5 Background

  • LEPC #5 encompasses 23 member municipalities in Washington County and Orange County, and is one of 13 LEPCs in Vermont that operate under the State Emergency Response Commission (SERC).
  • The statutory authorities for LEPCs are established in Vermont law (20 V.S.A. § 32), federal law by the Emergency Planning and Community Right-to-Know Act (EPCRA, 42 U.S.C. §11001 et. seq.) and the Superfund Amendment and Re-Authorization Act (SARA), Title II.
  • LEPCs create an important partnership between residents, local government, and industries to protect communities from hazardous materials incidents, emergencies, and disasters. The goal of an LEPC is to enhance local hazardous materials planning and provide the public with information about hazards in their communities.
  • CVRPC assists the LEPC #5 under contract.  It is not a Committee of the CVRPC Board.

Key Duties of LEPC5  

  • Meets bi-monthly (usually the 1st Monday of the month), currently at the Central Vermont Medical Center in Berlin.
  • Develops and maintains an emergency response plan
  • Facilitates Tier II and EPCRA reporting requirements
  • Reviews Facility Response Plans from facilities that release hazardous chemicals
  • Collaborates with Community Emergency Response Team (CERT)

Members/Participants

  • LEPC#5 is chaired by Katina Johnson of the Berlin Emergency Management Team.
  • Members and participants include fire departments, emergency medical services, local law enforcement, town government and emergency management personnel, and local businesses.
