Winooski Clean Water Service Provider (CWSP) Program

CVRPC  has been selected by the Vermont Department of Environmental Conservation to serve as the Clean Water Service Provider for the Winooski watershed.

As a CWSP, CVRPC will play a pivotal role in the implementation of Vermont’s Clean Water Service Delivery Act (also known as Act 76). Act 76 provides funding to CWSPs for “boots on the ground” project delivery for non-regulatory clean water projects. These projects could include

  • Small scale stormwater management practices
  • Natural resource restoration projects (floodplain reconnections, wetlands restoration, vegetated buffer planting

Municipalities, watershed groups, and other stakeholders will be eligible to receive CWSP funding for clean water projects. We anticipate the first grant awards will be made by mid-2022. Please stay tuned for more information!

Key Duties of CWSP

  • Create, convene, and partner with Basin Water Quality Councils (BWQCs) to identify, operate, and maintain non-regulatory projects to meet non-regulatory interim phosphorus reduction targets
  • Oversee project identification, project prioritization, development, design, construction, verification, inspection, and operation and maintenance

CWSP Resources

Winooski Basin Water Quality Council (BWQC) 

BWQCs will serve as the policy arm of the CWSP. BWQCs will meet at least 4x a year to select projects for funding.

Key Duties of BWQCs

  • Use localized knowledge to establish policy and make decisions for the CWSP (prioritizing and selecting projects for funding)
  • Prioritize projects that will address impairments based on the basin plan
  • Participate in the basin planning process

BWQC Members

We are seeking candidates who wish to represent municipalities on the Basin Water Quality Council (BWQC). There are 50 municipalities in the Winooski Basin. Two (2) candidates will be selected to represent municipalities.
