Capital Corridor Community Bike Share: CVRPC STP BP24(17)
Request for Proposals
CVRPC is requesting proposals for production of a scoping study to identify alternatives, issues
and costs and provide recommendations related to design and planning of a community operated
micromobility service1 (bikeshare, and potential scooter share) funded in part by the Federal
Highway Administration and the Municipalities of Barre City and Montpelier, through the
Vermont Agency of Transportation (VTrans) Municipal Assistance Section (MAS). There is a
budget ceiling of $60,000.
Our immediate need is for technical assistance to enable community-led design that is locally
owned and affordable, and based on the specific travel and mobility needs of our community.
Close collaboration between consultants, steering group, and community representatives from
stakeholder groups will be essential for project success.
This study will estimate the startup cost for a community bike-share to inform implementation
strategy and funding including the identification of potential sponsors and potential institutional
partners. The specifics of operational structure, business model and the building of partnerships
and program sponsorship will require a robust community engagement process with
complementary funding, and will not be an outcome of this study.

Williamstown Schools Sidewalk Design – Request for Proposals
The Central Vermont Regional Planning Commission (CVRPC) is soliciting proposals for the
design of a sidewalk in Williamstown, Vermont. This study will produce concept designs for a
sidewalk and crosswalk to connect the Williamstown schools to the village either via Brush Hill
Road and crossing VT-64 to create a connection to Memorial Park at the terminus of Methodist
Lane or via Construction Hill Road, as well as cost estimates, and phasing for future efforts.
Current conditions require pedestrian improvements between the schools and village to create
a safe path for students. Plans will need to incorporate Vermont Agency of Transportation
(AOT) guidelines for pedestrian facilities and provide fully ADA compliant landing areas on both
sides of the road.
The study is being conducted as part of CVRPCs FFY 26 Transportation Planning Initiative grant
agreement with the AOT. The Consultant will work under the direction of CVRPC and the
project will be administered by CVRPC. The Consultant will collaborate with CVRPC staff, VTrans
and a steering committee comprising local municipal and community representatives. A site
map for the study location can be found in Appendix A of this RFP.

Marshfield Complete Streets – Request for Proposals
The Central Vermont Regional Planning Commission (CVRPC) is soliciting proposals for the
creation of a Complete Streets Plan for Marshfield, Vermont. This study will produce concept
design, cost estimates, and phasing to implement complete streets in the Village of Marshfield.
While the plan is intended to serve all members of the community, particular consideration
should be given to pedestrian improvements between the religious school on Creamery Street,
the public library, and the village store to create a safe paths for students.

Request for Proposals – Accounting Services
The Central Vermont Regional Planning Commission (CVRPC) is requesting proposals from qualified individuals or firms for accounting services. Services provided through this contract will assist CVRPC to perform full charge bookkeeping including preparing for and participating in an annual audit from July 1, 2026 – June 30, 2029. If requested, services may also include training financial management staff, adapting and strengthening internal controls, and updates to the existing financial system.

Town of Plainfield – Emergency Watershed Protection Program – Request for Proposals
The Town of Plainfield and the Central Vermont Regional Planning Commission have issued a Request for Proposals to complete final designs and provide bid and construction oversight for four pre-approved watershed protection projects. Qualified firms are encouraged to submit a Scope of Work and Cost Proposal.

Request for Qualifications (RFQ) – Clean Water Partners
The Central Vermont Regional Planning Commission is the Clean Water Service Provider for the Winooski River Basin. CVRPC receives Water Quality Restoration Formula Grant funding to facilitate water quality improvements through the identification, development, engineering, design and construction of non-regulatory, phosphorous reduction projects as envisioned by Act 76, the Clean Water Service Delivery Act. The CVRPC is issuing this RFQ to identify (pre-qualify) Municipalities & Organizations willing to serve as Clean Water Project Partners to provide Project Management / Implementation services. Qualified Municipalities & Organizations will enter into a Master Agreement with the CVRPC for a three-year period (6 April 2023 – 5 April 2026). The CWSP will issue multiple project solicitation rounds during this period to identify and prioritize non-regulatory, water quality restoration projects for funding. Pre-Qualification for Engineering & Construction Services
The CVRPC is issuing a Request for Qualifications to identify (pre-qualify) firms willing to serve as Clean Water Project Sub-contractors to provide Engineering and / or Construction services. Qualified firms will enter into a Master Agreement with the CVRPC for a three-year period (8 January 2024 – 7 January 2027). A Master Agreement neither contains a Scope of Work nor a guarantee that one will be awarded. The Master Agreement will establish the general terms regarding the potential receipt of a subgrant or subcontract for a discrete Scope of Work from the CVRPC, in its capacity as the Basin 8 CWSP.
