Town of Orange – Architectural Services for Town Offices Update Project
The Town Hall and Town Clerk’s offices located at 392 US-302 in the Village of Orange VT were built in 1824 and 1972, respectively. These buildings are used by the community yet are not accessible to all community members due to accessibility shortcomings. The Town Clerk’s Offices holds Orange Town records. There is energy loss which translates to town expenditures and there are signs of building deterioration in the form of sill rot, inaccessibility, the vault sinking into the ground. This project aims to get a clear scope of work that needs to be done to bring these buildings into ADA and Energy compliance in anticipation of applying for funding to implement a project to update these vital town buildings.

Request for Proposals – Engineering Services for East Calais Post Office & Moscow Woods Road Gully Stormwater Implementation Project
CVRPC invites qualified firms to submit proposals for bid and construction engineering support for two stormwater mitigation projects: 1) at the East Calais Post Office; and 2) along the Moscow Woods Road. The two projects were identified as high priorities in a 2019 Stormwater Master Plan. 100% design plans, bid sheets, cost estimates, and phosphorous and sediment reduction estimates are complete for both projects. The two projects are located in the Town of Calais and were designed to reduce stormwater runoff, erosion, and sedimentation in the Kingsbury Branch of the Winooski River. Proposals due May 24, 2024. CVRPC Request for Proposals – ADU Concept Design
The Central Vermont Regional Planning Commission is seeking consultant services to help residents develop conceptual plans to convert existing structures into Accessory Dwelling Units (ADUs). CVRPC is seeking the services of an architect, plumber, and electrician to conduct site visits with local residents to assess budget and conceptual designs for an ADU conversion. Proposals are due April 21st.

Town of Middlesex Emergency Watershed Program – Engineering Services RFP
The Town of Middlesex requested Emergency Watershed Program funding to restore damage sustained by the July 2023 storms. The Natural Resources Conservation Service (NRCS) awarded the town funding to support engineering final design and construction for projects at ten sites. The NRCS State Engineer completed individual Damage Survey Reports (DSR) which provide the details of a site-level investigation and the recommended measures for implementation. Funding Opportunity – Clean Water Projects
The Central Vermont Regional Planning Commission, in its role as the Clean Water Service Provider for the Winooski Basin is accepting applications to fund non-regulatory, phosphorous reduction projects in the Winooski River Basin. Projects must align with the vision set forth by Act 76, the Clean Water Service Delivery Act, and policies and guidance set forth by the Vermont Department of Environmental Conservation to implement the Act. The Winooski Basin Clean Water Service Provider has approximately $1,600,000 available to fund water quality improvement projects. In this project solicitation round, $750,000 will be made available to fund design- and implementation-phase projects, and $50,000 to fund project identification and development activities. Request for Proposals – Municipal Scoping Study – Town of Orange
The Town of Orange is requesting proposals for production of a scoping study to identify alternatives, issues and costs and provide recommendations related to construction of a crosswalk and sidewalks facility in the Orange Village, funded in part by the Federal Highway Administration and the Town of Orange, through the Vermont Agency of Transportation (VTrans) Municipal Assistance Section (MAS).
Perform a pedestrian facility scoping study and safety analysis in the Orange Village area. The study will investigate pedestrian origins and destinations and evaluate what infrastructure might be needed to create a safer pedestrian environment along this section of State Route 302 where vehicle speeds seem high and sightlines are limited. Particular emphasis will be given to creating a safe walking area and crossing near the school. The object is to engage the community in this planning process, select a preferred alternative, and to provide the Town with engineering cost estimates for future capital improvements. The scoping study will evaluate existing conditions, replacement alternatives, and recommendations for a culvert in the Town of Calais. The culvert is located in Pekin Brook on Kent Hill Road, bounded by North Calais Road, and lies in Zone A of the Special Flood Hazard Area.

The Central Vermont Regional Planning Commission (CVRPC) is requesting proposals from qualified individuals or firms for accounting services. Services provided through this contract will assist CVRPC to perform full charge bookkeeping including preparing for and participating in an annual audit from July 2022 – October 31, 2023. If requested, services also may include training financial management staff, adapting and strengthening internal controls, and updates to the existing financial system. Request for Bid: Gully Stabilization and Stormwater Mitigation at The Health Center Plainfield, Vermont
Stormwater improvements will be made by regrading the steep slope behind THC to create a stormwater settling area and constructing a riprap filter berm to slow stormwater and allow sediment to settle. Erosion in the gully will be stabilized by adding logs, coir fiber rolls, and vegetation. The project includes excavation, landscaping, and forestry. Work tasks will generally involve installation and maintenance of erosion and sediment controls; establishing site access; excavation of earth fill and hauling to an upland location; installation of heavy stone fill; cutting, moving, and installation of logs; installation of coir fiber rolls; planting of trees, shrubs, and seed; and site restoration.

Request for Proposals – Route 12 Crosswalk Siting and Signaling, Northfield Falls
The Central Vermont Regional Planning Commission is soliciting proposals for the completion of a Feasibility Study. This study includes assessing the feasibility and developing concept plans for a Rectangular Rapid Flashing Beacon (RRFB) protected crosswalk on the Route 12 corridor at the intersection of Gould Road and Cox Brook Road and Route 12 in Northfield, Vermont.

Request for Proposals – Town of Orange Capital Improvement Plan
The Town of Orange is seeking Consulting Engineering Services for the Development of a Capital Improvement Plan. The CIP is intended to be a multi-year plan that identifies each proposed municipal capital improvement, the source of funding, the cost, and cash flow information. The CIP will be prepared using an open process, providing opportunity for residents, and municipal departments, and organizations to propose and comment on capital improvements and priorities.

Request for Proposals – Transportation Planning Services and/or Studies
Central Vermont Regional Planning Commission is requesting proposals for transportation planning studies to be completed during the spring and summer of 2022. Help us make getting around easier, safer, and more convenient for everyone by contributing your ideas. Proposals are due March 8, 2022.
CVRPC will complete transportation special projects and studies using funding from the Vermont Agency of Transportation’s Transportation Planning Initiative. Project work will need to be completed between May and September 30, 2022, therefore limiting the scope of work that can be completed in this short time. Project estimates should not exceed $30,000 without prior staff coordination. Inter-municipal and regional projects will be prioritized. These funds are meant to facilitate planning that will help shape future capital improvements; however, we are unable to fund construction directly.

Request for Proposals – Auditing Services
The Central Vermont Regional Planning Commission (CVRPC) is requesting proposals from qualified firms of certified public accountants for annual financial statement audit services for the fiscal year ending June 30, 2022, with possible renewal for at least two subsequent years. The annual audit is conducted under the direction of the CVRPC Executive Director with oversight by the CVRPC Executive Committee and in cooperation with CVRPC’s contracted accountant, The Ijaz Group.
