Housing Targets

As part of the 2026 Regional Plan update, all Regional Planning Commissions must set housing targets for each town based on the Vermont Statewide Housing Needs Assessment. This assessment estimated how many new homes would be needed by 2030 and 2050.

These targets are benchmarks, not requirements. Local decisions will continue to guide growth and development. Towns will use the goals, actions, and strategies in their Town Plans to make planning decisions. For cities and towns with zoning and subdivision bylaws, local regulations will continue to guide development. In towns without those regulations, Act 250 review will continue as it does today.
