Act 181
In 2024 the Vermont Legislature passed Act 181 which updated Act 250 (Vermont’s statewide land use permitting statute). Act 181 created a tiered framework for location-based land use jurisdiction. It requires Regional Planning Commissions to develop future land use maps as part of the regional planning process. The Central Vermont Regional Planning Commission is currently working on a draft Future Land Use Map and updating our Regional Plan. The Land Use Planning Team is meeting with all 23 of our member municipalities in fall of 2025 to discuss Act 181’s tiered framework, discuss future land use areas and share the draft Regional Future Land Use Map. We anticipate submitting the Regional Future Land Use Map for state approval in early 2026.
How it works
- Future Land Use Areas are set through the regional planning process, in collaboration with towns and the public at large
- Downtowns, village centers, planned growth areas, and village areas are expected to accommodate much of the housing needed to meet regional goals
- Small changes to the Future Land Use Area Map (less than 10 acres) can be made without amending the entire regional plan
